There is something called Android mode, or phone mode.
When the Wacom connects on certain Linux distributions, it sometimes enters Android mode.
Easy fix.
You can press the furthest left and the furthest right buttons on the top to switch to PC mode. You can press them again to get to Android mode.
The tablet is in Android mode if the light is dim.
After that, it works flawlessly.
